    Wisconsin has a long-standing history and commitment to quality services for young children and their families.  County agencies are key partners in the process and delivery of effective early intervention services in partnership with families and community providers.  OSEP continues to convey the importance of data in the evaluation of program effectiveness and compliance with IDEA.  As a result OSEP emphasizes state program data collection and reporting processes.  Wisconsin has always been a leader in its administration of Part C Programming for children and families. The data collected through Wisconsin's Program Participation System, provided to the Office of Special Education Programs highlights the strengths of Wisconsin's Birth to 3 programs and services.

     

    As you know, OSEP requires states to enforce the Individuals with Disabilities Education Act (IDEA) by making local determinations under IDEA sections 616(b) and 642 annually on the performance of each early intervention program under Part C.  States are required to consider a county's performance on compliance Indicators 1, 7, 8, 9, valid, reliable and timely data, and audits when making determinations.  Wisconsin's overall Determination Status for FFY 2008 is "Needs Assistance" as a result of the reported statewide progress in meeting the IDEA Indicators as reported in the FFY2008 APR.

     

    A chart is attached that analyzes Iron County's performance on each Indicator.  This data was reported and posted in the dashboard format on the North Central Regional Resource Center (NCRRC) site, as in past years.

     

    Iron County has "Met Requirements" this year, based on your July 1, 2008, through June 30, 2009 data, and/or analysis of current data.  Counties need to meet requirements according to the formula in the attached chart on at least 8 of the 9 measures.
